Under Ukraine’s constitution, the transition of power would default to the chairman of Ukraine, who would absorb the responsibilities of the role.
Russian accounts said its forces had repelled Ukrainian attacks in eastern Donetsk region, including around Bakhmut.
There were no changes in position to the north of Bakhmut, and Ukrainian forces remained engaged in heavy fighting west of Bakhmut and near Lyman, further north in Donetsk region.
In one tweet, the ministry compared Russia to a snake eating its own tail.
In Ukraine's east, Maliar said Russia forces were trying to dislodge Ukrainian forces from established positions.
"It is clearly cheaper, once and for all, to close off to the terrorists paths of supply of components of terror than constantly spending on ever newer missiles for air defence," Zelensky said.
Zelensky told the press conference that Ukrainian forces were continuing to fighting inside the city of Bakhmut and were carrying out "important tasks."
