A UN-backed report published in March said that famine was imminent and likely to occur by May in northern Gaza and could spread across the enclave by July.

Chris Sidoti, one of the members of the commission said they saw "active obstruction" by Israel "of our efforts to receive evidence from Israeli witnesses and victims."
Such steps by the IDF and COGAT include fixing a central water pipe, transferring aid trucks, and assisting in opening bakeries.
