Among the laws awaiting Knesset implementation is a bill proposed by Meretz MK Ran Cohen and adopted by the Knesset 14 years ago to recognize and reward anyone who for altruistic motives has exposed corruption, provided that those involved have been found guilty. Cohen raised the matter on Thursday with President Moshe Katsav. Cohen stressed to the president that anyone who is willing to risk their job and the welfare and happiness of their family in the unpleasant and sometimes dangerous task of exposing corruption, should be rewarded by the highest representative of the public - namely the president. This idea was unacceptable to president Ezer Weizman, who explained his opposition by using the crude vernacular hybrid, and declaring that he did not want to encourage shtinkerim - informers. Cohen's attitude is that corruption cannot be eradicated if it is kept under wraps. The only way to get rid of it is to expose it. He was therefore pleased to learn that Katsav is interested in setting up an authority that will deal with the exposure of corruption. Aside from the merits of the idea, it meant that Cohen would have a willing ear at Beit Hanassi if he once again raised the issue of a presidential citation to be awarded to those who have the courage and integrity to expose corruption. Unlike his predecessor, Katsav is more than willing to put the law into practice, but pointed out that he has to work in conjunction with the Justice Ministry, which will recommend individuals to whom public recognition should be given.
