A fight broke out Tuesday evening between a Palestinian photographer and a resident of Hebron's Jewish quarter after a group of Palestinians began taking photographs.
Both complained to the police.
The photographer was detained for questioning and arrested after IDF troops who witnessed the incident reported that he had been the instigator.
