"We urge restraint on the Israeli authorities in responding to this cowardly attack," Kim Howells, Britain's Foreign Office Minister for the Middle East, said on behalf of the EU.
A Palestinian suicide bomber standing in line at a crowded felafel stand in Hadera blew himself up, killing at least five people and injuring 31.
"We recognize that the Palestinian Authority has taken some steps to address the key issue of security but it is essential that it should do far more to prevent attacks such as these," Howells said in a statement.
Britain currently holds the EU's rotating presidency.
"Today's suicide bombing in the Israeli coastal city of Hadera is a cowardly, criminal attack aimed at innocent civilians," Howells said. "There can be no justification what so ever for any acts of terrorism."
