The Dutch government said the Netherlands now faces only a limited risk of being attacked by Islamic terrorists.
The government's anti-terrorism bureau has lowered its assessment of the threat of an attack from "substantial" to "limited," saying it believes terrorists prefer other targets.
The rating is the second-lowest of four threat levels and signifies a danger that is slight but cannot be ruled out.
The bureau cited a report sent to parliament Tuesday by the country's intelligence agency, which said that international terrorist organizations have higher priorities than the Netherlands.
Native-born Dutch radicals lack leadership and enthusiasm for carrying out attacks at home, and are increasingly interested in traveling abroad for training or jihad.
